Let us not get into the rhetoric of what the Police chief said. I do agree that there is a case also that he is avoiding responsibility and Victorian Police has been utterly ineffective. But having lived in Melbourne for years and seen the behaviour of certain Indian students, I can relate to what he is saying. For starters, unlike India, in most places in the world, boys staring at girls is a big no-no. Talking and laughing loudly in public transport without regard to co-passengers and behaving in a totally unique and offensive manner, to the local culture is also not acceptable. But you do find this with some few Indian students in Australia. Most local Indian Australians themselves dislike this.

No, as a responsible police chief the statement is totally misleading and does not do any good to anyone in Australia. He is only admitting that Indians are 'soft targets’, and vulnerable and he can't do anything to protect them.

As long as the same is applicable to the other folks in that part of the world I would tend to agree to the stipulation but in case it is meant only for Indians as the Oz are facing the flak then it is only face saving.
However look at the suggestion from the Indian point of view - you are vulnerable to threats or ambush if you flaunt your wealth any where in India as well unless you are protected. I do not know the whole story how this thing got started. However, being in the law enforcement for the passed 23 years, the chief must be advising the people about safety measures or being a street smart in areas that could are rampant to criminality. Any where in the world, there are places that criminality are rampant. This either in Los Angeles, California, New York City, Washington D.C. or here in the Philippines that I am currently residing.
You have to know were you are, reputation of the places that you visit. Here in the Philippines, once you go to Makati City, you could wear your expensive clothes, jewelry, watches, etc., since the area are known hand out or shopping place for rich people.
