Hazare also serves

The most immediately pertinent aspect of Anna Hazare’s dramatic fast-unto-death campaign over the Lok Pal Bill is that it has tapped into, and represents, a wider social concern on corruption.

True, any government can rightly assert that it cannot be coerced into accepting wholesale the demands of activists of any hue, whether it be, as in this case, about defining and enshrining the structure and purview of a national anticorruption ombudsman or anything else for that matter. But it is equally true that the very idea of a social contract includes a government’s authority stemming from the consent of those it governs.

Representative democracy, in other words, doesn’t mean that solely those elected to office can claim representative status. And, in the Indian context, there are umpteen examples of individuals and movements asserting a progressive, representative and reformatory status in spheres ranging from the social, religious, ecological to the political.

The point is that a peaceful movement or drive for sorely-needed measures against pervasive and corrosive corruption can hardly be called a regressive agenda. Neither should political parties try to make this instance a part of the ongoing wider battle over managing public perceptions over corruption. The point, rather, is to engage parties to the social contract on the technicalities of what the Lok Pal Bill should be.

But it should be clear that corruption in India is deeprooted, systemic. And reforming the way political parties are funded is a major component of the fight to eradicate it.

The whole process by which parties mobilise and utilise funds is mired in sleaze, leading to a system of state patronage, and of the delivery of governance and justice, having a price. It isn’t surprising that opposition from MPs across parties has repeatedly led to the Lok Pal Bill being deferred.

Which, in turn, as PM Manmohan Singh has said in the past, has led to a situation where the absence of such an institution at the Centre adversely affects the efficacy of Lok Ayuktas at the state level. The government should build on Hazare’s momentum, not see it as a threat.

  • dear Mr.Sukheja -I been in exports of garments ever since 1976 and have experienced the importance of delivery date - once I commit ,there is no looking back come what may - no riot no rains, drought or change in internal policy can effect the date - Anna had been asking our government to make a commitment - thats all !!
    need not to explain you further on this issue - I am sure you must have watched the hindi movie "Damini" that represents your profession to a great extent

  • when I first commented on Baba " I said he acted very childish " all my friends agreed to it which is a fact his intentions were pure but lacked direction-

    perhaps govt. is pretending not been able to understand what exactly Anna's demands are ! he is simply asking them to make a commitment - they may have differences pertaining to the matter written in the LokPal Bill but this should not be used as an instrument or an excuse to delay or linger on the issue further for indefinite period of time.

  • Our parliamenterain (MPs) are quite efficient and able to legislate , it is rather their routine work, it seems anna saheb has no faith in them or in the name of eradicating corruption wants to force his terms. This time fast is unneccesary in fact he should wait and see the passage of the bill in the parliament, main oppisition parrty BJP is supporting him, he should takes its help and if required move amendments. Amicable settlement is better anna saheb should reconsider his decision to go on fast.

  • Waiting for 40 years and still waiting is stupidity. Anna Hazare campaign is worth supporting irrespective of its merits or demerits. Now people thinking too intellectual to bring out thread bare analysis were not seen in the past 4 decades to take the issue to a higher plane for implementation. We have enough boards in front of every government office that bribe should not be encouraged as per CVC guidelines. But at the end of the day, every one knows that unless he grease the palms his work will not see the light of the day. In such a situation, let us get in to the action and not essay writing nor debating. I hope at least by now people at large will realise the importance of fighting corruption.

  • A long drawn continuous support mechanism for support of democratic values and to control political
    corruption is a main concern and a system having independent authority will go a long way to guard the democratic values of the system. This also saves the nation many thousands of crores a year which can be used for a productive purpose . A close watch on authority by a third eye automatically reduces level of corruption and increases accountability even if the system costs a few crores to the nation and it also increse quality of government works.
