CFO for a Leading Bank
A Leading Bank in Afghanistan incorporated in Afghanistan and managed according to international best practices is looking for an experienced Chief Financial Officer for its Head Office in Kabul.

Job Summary: Overall Job Purpose:

This position has overall responsibility for the bank's financial operating results. It prepares, presents and interprets financial reports for management, Board of Directors and governmental authorities. It recommends action and counsel's financial management on control and profitability. It participates in setting strategic direction and determines areas for profitability and cost benefit analyses.

The position allows the successful candidate to be part of the senior management team of the bank and play a major role in its continued development.

Chief Financial Officer is responsible for the:
• Asset/Liability management.
• Financial planning
• Budgeting and forecasting
• Profitability analysis and reporting
• Internal/external financial reporting
• Financial management support for all depts/units

1. Works with other executives from the bank to develop plans and implement programs to continuously improve performance.
2. Oversees the asset/liability management program for the bank. The CFO works closely with the bank’s management to develop specific guidelines for asset/liability management.
3. The CFO participates extensively in the strategic planning process and leads the budgeting and forecasting processes of the Bank. The CFO builds a strong financial discipline and accountability foundation for budgeting and forecasting. For strategic planning, it is expected that the CFO will play a key role in the development of AIB’s strategic plan updates.
4. He/She works closely with the COO and departmental heads to identify and drive appropriate growth strategy, financial analysis and due diligence to enable the Bank to reach its strategic goals.
5. The CFO specifically ensures that resources, direction and internal controls and financial processes exist to achieve timely and accurate reporting of all financial matters to internal and external parties.
6. He/She works closely with the Bank’s external auditors and meets, as appropriate, with representatives from the Central Bank (DAB) and other regulatory authorities.
7. The CFO plans, directs and coordinates the implementation of effective accounting and financial administration policies, procedures and reports to ensure sound financial management and control of the Bank.
8. He/She prepares, presents and interprets financial reports to management, Board of Directors, shareholders and governmental authorities. He/she directs the preparation of all fiscal reporting, such as cost accounting, budgets, regulatory authorities and government reports.
9. He/She safeguards the assets of the company, directs the activities of the financial management/accounting department, and contributes to the achievement of corporate growth and profit objectives.
10. Financial management and leadership, forecasting, budgeting, margins, and variance management.
11. Profit improvement, productivity and efficiency.
12. Revenue growth and expense management.
13. Evaluation of business expansion opportunities.
14. Treasury: non-core investments and funding, A/L, capital and liquidity management, pricing.
15. Accounting, internal and external reporting, accounts payable and fixed assets.
16. Tax management.
17. Develop and prescribe adequate financial procedures to provide the basis for management decisions and control.
18. Maintain the Bank’s accounting system.
19. Determine that all expenditures are properly approved and justified.
20. Perform other duties as defined.
Qualification • Master degree in Accounting and Finance.
• Minimum 10 years experience directly related to Accounting/Finance in a commercial bank where at least 5 years must have been in managerial capacity (CFO) in a commercial bank.
• Fully functional with all aspects of financial and cost accounting, reporting, MIS, payroll and MS Excel.
• Excellent analytical, creativity and problem solving skills.
• Posses good presentation and organizational skills.
• Strong communication skill in English.


Reporting line:
- CFO their reporting line is directly to the CEO. The position of Head of Trade Finance is reporting to COO.

Package:
Beside the monthly remuneration the following package is offered as standard to all expat staff:
- free accommodation (separate room with a shared cook, cleaner and laundry) in a guest-house where our other international staff live and the distance between the guest-house and office is about 10 minutes driving.
- free pick & drop facility
- free lunch on working days in the bank
- Life/Accident insurance premium,
- reimbursal of medical expenses up to 400 USD
- 4 return flight tickets per annum to homeland
- 24-28 annual leave days (the bank is off on Friday & Saturday)

Salary:
It depends on the position and the qualifications/experience of the candidate. In any case the minimum gross salary we will be .- USD per month as starting but it may go up to twice or thrice of this amount depend on the candidate's experience and qualifications. After the first 6 months as probation we will review the salary upwards based on the performance and contribution.
We appraise all employees at the end of their each year of service with Bank. Beside that we have the year-end and merit bonus policies.

For your information, the work station will be in the Head Office in Kabul and it won't be required to travel to outside of Kabul.

Internal Auditor

Background:

Job Summary:


· Carry out an independent appraisal of the effectiveness of the policies, procedures and standards by which the bank’s financial, physical and information resources are managed

· Add value by acting as a facilitator in business risk management and carrying out value for money reviews, thereby assisting the management in the effective discharge of their responsibilities.

· Managing the regulatory risks and controls for the assigned regulation, law or line of business to ensure compliance with applicable laws and regulations.

· To work with management to ensure a system is in place which ensures that all major risks of the bank are identified and analyzed, on an annual basis

· To plan, organise and carry out the internal audit function including the preparation of an audit plan which fulfils the responsibility of the department, scheduling and assigning work and estimating resource needs

· To report to both the audit committee and management on the policies, programmes and activities of the department

· To coordinate coverage with the external auditors and ensure that each party is not only aware of the other’s work but also well briefed on areas of concern



· To make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management’s response and implementation

· To review and report on the accuracy, timeliness and relevance of the financial and other information that is provided for management

· To work with management to ensure a system is in place which ensure that all major risks of the bank are identified and analyzed, on an annual basis

· To report on the value for money that the Bank obtains in all its activities with special regard to economy, efficiency and effectiveness

· To conduct any reviews or tasks requested by, the audit committee and management provided that such reviews and tasks do not compromise the independence or objectivity of the internal audit function

· To provide both management and the audit committee with an opinion on the internal controls in the Bank.

· Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.

Qualification


Requirements

* Master degree.
* 7-10 years experience directly related to Internal Audit in a commercial bank where at least 3 years as Internal Audit Manager in a commercial bank.
* Fully functional in monitoring of documentation, compliance and policies of the bank.
* Being able to bring advices for improvements.
* Excellent analytical, creativity and problem solving skills.
